Abstract

Effective management of the energy sector has come to be widely accepted as a necessary factor in economic development in the world's developing countries. High energy costs, coupled with growing demand, have made planning in this sector increasingly important, and this calls for co‐ordinated and sustained efforts on many different fronts. Most developing countries are at present ill‐prepared to meet this challenge, and rapid implementation of institutional arrangements for energy planning is essential. These arrangements should be undertaken both at the national level through a national energy entity in the form of a ministry, a commission or an authority; and at the secotoral level through public or private companies. The current state of development of institutional development in the Asia and Pacific region is reviewed and a scenario for the implementation of the institutional framework is outlined.
