Economic Appraisal Of Stormwater Drainage: Case Study Of Rural Sind

Abstract

The article is an application of the cost‐benefit methodology to storm‐water drainage in developing countries as exemplified by rural Sind. Particular attention is paid to the estimation of drainage benefits, the distinction between sustained and avoidable damage and the probabilistic nature of storm occurrence. Among other things, the study aims at illustrating the limitations as well as the potential of an economic appraisal in conditions of incomplete and non‐specific data and small numbers of field staff. Cet article décrit I'application de la méthode coôt‐utilité au drainage des eaux de crues dans les pays en développement en prenant I'exemple du Sind. II étudie particulièrement les bénéfices que l'on peut retirer du drainage, la distinction entre dégâts évitables et inévitables ainsi que la nature probabiliste de la formation des orages. Entre autres, l'article vise à illustrer les limites aussi bien que le potentiel d'une évaluation économique dans des cas de données incomplètes et non‐spécifiques et en fonction du nombre restreint de personnel sur le terrain. Este artículo muestra la aplicación del método beneficio‐costo a proyectos de drenaje de aguas resultado de Iluvias torrenciales en países en desarrollo. Se da atención particular a la estimación de beneficios del drenaje, a la distinción entre daños evitables y la naturaleza probabilística de la ocurrencia de tormentas. Entre otras cosas, el artículo trata de ilustrar las ventajas y limitaciones de evaluación económica en condiciones de información incompleta y no específica.
