Local Perceptions of Climate Change Impacts and Adaptation Strategies for Rural Infrastructure in the Chalan Beel Area of Bangladesh

Abstract

This study examines local perceptions of climate change impacts on rural infrastructure and associated adaptation strategies in the Chalan Beel, Bangladesh's largest and one of the most climate‐vulnerable wetland systems. A mixed‐method design was applied across three upazilas: Chatmohar (Pabna), Singra (Natore), and Tarash (Sirajganj). This study surveyed 187 respondents and conducted six focus group discussions (FGDs) spanning men‐only, women‐only, and mixed‐gender settings across three sites. Respondents across the three upazilas reported climate‐induced environmental changes including rising temperatures, irregular rainfall, altered flood timing, more frequent droughts, declining water levels, shorter winters, and loss of fisheries. The survey results showed that irrigation facilities, housing, and roads were the most affected rural infrastructure types by climate change, whereas hospitals, bridges, and educational institutions were perceived as the least affected. Awareness of climate adaptation strategies differed significantly by age, education, and occupation, but not by gender or upazila. Among respondents who were familiar with adaptation strategies, level of participation differed significantly across age, education, occupation, and upazila. Although most of the respondents rated existing adaptation practices as somewhat effective, there is no significant association between perceived effectiveness and adaptation strategies across socio‐demographic groups. Se aplicó un diseño de métodos mixtos en tres upazilas: Chatmohar (Pabna), Singra (Natore) y Tarash (Sirajganj). Este estudio encuestó a 187 participantes y realizó seis grupos focales (GF) en entornos exclusivamente masculinos, exclusivamente femeninos y mixtos en los tres sitios. Los participantes de las tres upazilas informaron cambios ambientales inducidos por el clima, incluyendo aumento de temperaturas, lluvias irregulares, alteración del calendario de inundaciones, sequías más frecuentes, disminución de los niveles de agua, inviernos más cortos y pérdida de pesquerías. Los resultados de la encuesta mostraron que las instalaciones de riego, las viviendas y las carreteras son las infraestructuras rurales más afectadas por el cambio climático, mientras que los hospitales, los puentes y las instituciones educativas fueron las menos afectadas. El conocimiento sobre las estrategias de adaptación al clima fue significativamente diferente entre los distintos grupos de edad, niveles educativos y grupos ocupacionales, y no significativo entre los distintos grupos de género y upazila. Entre los encuestados familiarizados con las estrategias de adaptación, el nivel de participación varió significativamente según los grupos de edad, el nivel educativo, la ocupación y el upazila (subdistrito). Si bien la mayoría de los encuestados consideró que las prácticas de adaptación existentes eran algo efectivas, no se encontró una asociación significativa entre la efectividad percibida y las estrategias de adaptación en los distintos grupos sociodemográficos. El estudio subraya la importancia de incorporar las percepciones locales y la experiencia de género en la planificación de la adaptación centrada en la infraestructura para mejorar la resiliencia en los sistemas rurales que dependen de los humedales.
