Abstract
Addressing the global challenge of climate change is a priority for all countries, including developing countries. Within this context, this study aims to examine the effects of transport infrastructure, ICT, and industrialization on carbon emissions in the Southern African region. Our analysis covers 16 countries over the period 2004–2023, with a key focus on Sustainable Development Goal 13. To this end, we employ the PSCE model as the primary model and the FGLS estimator for robustness analysis. The empirical results highlight a positive impact of transport infrastructure, ICT, and industrialization on CO2 emissions. The causality test reveals a bidirectional causal link running from transport infrastructure and ICT to CO2 emissions. From a policy perspective, SADC countries are encouraged to strengthen their environmental policies and promote low‐carbon transport modes aligned with sustainable development objectives. 应对气候变化这一全球性挑战是包括发展中国家在内的所有国家的当务之急。在此背景下, 本研究旨在探讨南部非洲地区的交通基础设施、信息通信技术(ICT)及工业化进程对碳排放的影响。研究涵盖了2004年至2023年间的16个国家, 重点关注联合国可持续发展目标13 (气候行动) 。为此, 本研究采用面板校正标准误(PSCE)模型作为主要分析模型, 并利用可行广义最小二乘法(FGLS)进行稳健性检验。实证结果表明, 交通基础设施、ICT及工业化均对二氧化碳(CO2)排放产生正向影响。因果关系检验显示, 交通基础设施、ICT与CO2排放之间存在双向因果联系。从政策角度来看, 建议南部非洲发展共同体(SADC)成员国加强环境政策, 并推广符合可持续发展目标的低碳交通方式。 Abordar el desafío global del cambio climático es una prioridad para todos los países, incluidos los países en desarrollo. En este contexto, este estudio tiene como objetivo examinar los efectos de la infraestructura de transporte, las TIC y la industrialización en las emisiones de carbono en la región de África Meridional. Nuestro análisis abarca 16 países durante el período 2004–2023, con especial atención al Objetivo de Desarrollo Sostenible 13. Para ello, empleamos el modelo PSCE como modelo principal y el estimador FGLS para el análisis de robustez. Los resultados empíricos destacan un impacto positivo de la infraestructura de transporte, las TIC y la industrialización en las emisiones de CO2. La prueba de causalidad revela un vínculo causal bidireccional que va desde la infraestructura de transporte y las TIC hacia las emisiones de CO2. Desde una perspectiva política, se alienta a los países de la SADC a fortalecer sus políticas ambientales y promover modos de transporte con bajas emisiones de carbono, alineados con los objetivos de desarrollo sostenible.
