Abstract
Post‐conflict reconstruction is a multifaceted process not limited to physical reconstruction but including governance reforms, socio‐economic rehabilitation, environmental recovery, and urban resilience in the long run. This study proposes a comparative sustainability‐oriented framework for the reconstruction of conflict‐affected cities with the example of Gaza and Ukraine as representative case studies. The objectives of the study are to analyze the challenges of reconstruction and to develop an approach that will allow for achieving sustainable recovery without displacement and enhancing resilience. For this purpose, the study uses the comparative analysis methodology based on combining concepts of sustainable urban development, resilience theory, and recovery planning. Based on the evaluation of the needs and priorities of reconstruction and recovery, an Integrated Urban Health and Infrastructure Recovery Model (IUHIRM) is suggested as an aid for making decisions regarding the reconstruction. The results show that the post‐conflict recovery relies on the five interdependent pillars: good governance, transparent financing, community engagement, innovative technologies, and environmental sustainability. The current research is a significant addition to the developing literature on post‐conflict reconstruction through the creation of a sustainability‐resilience framework, which incorporates urban planning, public health issues, and technology innovations. The framework represents practical guidelines for use by governments, international bodies, and development agencies and represents a replicable model that could be applied in other parts of the world affected by conflict. 冲突后重建是一个多维度的过程, 不仅限于物质层面的重建, 还涵盖了治理改革、社会经济复苏、环境修复以及长期的城市复原力建设。本研究以加沙和乌克兰为典型案例, 提出了一套面向可持续性的冲突受灾城市重建比较分析框架。研究旨在分析重建面临的挑战, 并制定一种既能实现可持续复苏又能避免人口流离失所并增强城市复原力的方案。为此, 本研究采用了结合可持续城市发展、复原力理论及复苏规划理念的比较分析方法。在评估重建与复苏需求及优先事项的基础上, 研究提出了一种“综合城市健康与基础设施复苏模型”(IUHIRM), 以辅助重建决策。研究结果表明, 冲突后的复苏依赖于五大相互依存的支柱:良政善治、透明融资、社区参与、创新技术以及环境可持续性。通过构建这一融合了城市规划、公共卫生议题与技术创新的“可持续性‐复原力”框架, 本研究为冲突后重建领域不断发展的学术文献作出了重要贡献。该框架为政府、国际组织及发展机构提供了实践指导, 并构成了一种可复制的模式, 适用于世界其他受冲突影响的地区。 La reconstrucción posconflicto es un proceso multifacético que no se limita a la reconstrucción física, sino que incluye reformas de gobernanza, rehabilitación socioeconómica, recuperación ambiental y resiliencia urbana a largo plazo. Este estudio propone un marco comparativo orientado a la sostenibilidad para la reconstrucción de ciudades afectadas por conflictos, tomando como ejemplos Gaza y Ucrania. Los objetivos del estudio son analizar los desafíos de la reconstrucción y desarrollar un enfoque que permita lograr una recuperación sostenible sin desplazamiento y que mejore la resiliencia. Para ello, el estudio utiliza una metodología de análisis comparativo basada en la combinación de conceptos de desarrollo urbano sostenible, teoría de la resiliencia y planificación de la recuperación. Con base en la evaluación de las necesidades y prioridades de reconstrucción y recuperación, se propone un Modelo Integrado de Recuperación de Infraestructura y Salud Urbana (IUHIRM) como herramienta para la toma de decisiones en materia de reconstrucción. Los resultados muestran que la recuperación posconflicto se fundamenta en cinco pilares interdependientes: buena gobernanza, financiación transparente, participación comunitaria, tecnologías innovadoras y sostenibilidad ambiental. Esta investigación constituye una contribución significativa a la literatura existente sobre reconstrucción posconflicto mediante la creación de un marco de sostenibilidad y resiliencia que incorpora la planificación urbana, la salud pública y las innovaciones tecnológicas. Este marco ofrece directrices prácticas para su uso por parte de gobiernos, organismos internacionales y agencias de desarrollo, y representa un modelo replicable que podría aplicarse en otras partes del mundo afectadas por conflictos.
