A Multilevel Perspective on Governance and System Integration in Large‐Scale Civil Infrastructure Systems: The Cases of Crossrail and HS2

Abstract

This study explores governance and systems integration challenges in complex infrastructure megaprojects through a comparative qualitative analysis of the UK's Crossrail and High Speed 2 programs. Drawing on project documentation and interview evidence, it examines how strategic pressures, institutional governance arrangements, and project‐level delivery practices interact to shape project outcomes. The analysis uses the multilevel perspective as an analytical lens to identify 10 operational guiding principles that reflect recurring integration risks, governance misalignments, and organizational constraints. The Crossrail case highlights the importance of early and coordinated systems integration, while the HS2 case highlights the difficulties of long‐term planning in the face of changing political and financial conditions. Rather than proposing prescriptive solutions, the study offers transferable insights into how governance capacity and cross‐level alignment influence delivery robustness in complex infrastructure programs. 本研究通过对英国Crossrail和HS2项目的比较定性分析, 探讨了复杂基础设施大型项目中的治理和系统集成挑战。研究利用项目文件和访谈资料, 考察了战略压力、制度治理安排和项目层面的交付实践如何相互作用, 最终影响项目成果。分析采用多层次视角, 识别出十项运营指导原则, 这些原则反映了反复出现的集成风险、治理错位和组织约束。Crossrail案例凸显了早期协调系统集成的重要性, 而HS2案例则强调了在不断变化的政治和金融环境下进行长期规划的难度。本研究并非提出规范性的解决方案, 而是提供可借鉴的见解, 阐明治理能力和跨层级协调如何影响复杂基础设施项目的交付稳健性。 Este estudio explora los desafíos de la gobernanza y la integración de sistemas en megaproyectos de infraestructura complejos mediante un análisis cualitativo comparativo de los programas Crossrail y HS2 del Reino Unido. A partir de la documentación del proyecto y las entrevistas realizadas, examina cómo las presiones estratégicas, los acuerdos de gobernanza institucional y las prácticas de ejecución a nivel de proyecto interactúan para determinar los resultados. El análisis utiliza la Perspectiva Multinivel como marco analítico para identificar diez principios operativos rectores que reflejan riesgos recurrentes de integración, desajustes en la gobernanza y limitaciones organizativas. El caso de Crossrail subraya la importancia de una integración de sistemas temprana y coordinada, mientras que el caso de HS2 destaca las dificultades de la planificación a largo plazo ante las cambiantes condiciones políticas y financieras. En lugar de proponer soluciones prescriptivas, el estudio ofrece perspectivas transferibles sobre cómo la capacidad de gobernanza y la alineación entre niveles influyen en la solidez de la ejecución en programas de infraestructura complejos.
