Bridging the Gap: InSAR, Urban Subsidence, and the Imperative for Proactive Resilience in South Florida

Abstract

Recent advances in interferometric synthetic aperture radar (InSAR) provide millimeter‐scale resolution monitoring of ground deformation in urban coastal environments, repeatedly highlighting the vulnerability of regions like South Florida. This paper synthesizes findings from multiple InSAR studies, including comprehensive work from the National Institute of Standards and Technology (NIST). These reports consistently identify localized subsidence hotspots and correlate observed deformation with complex geotechnical and anthropogenic factors, including significant construction‐induced settlement. Despite this consistent scientific evidence, particularly pronounced after the tragic Champlain Towers South collapse in Surfside, Florida, policy responses have remained largely reactive. This paper revisits these remote sensing observations, examines their profound implications for urban resilience, and explores the substantial economic consequences of such persistent geotechnical risks—particularly on real estate valuation. Integrating InSAR‐derived subsidence data into urban planning and structural health monitoring frameworks is beneficial and critical to enhancing public safety and ensuring long‐term sustainability in vulnerable coastal cities. Este artículo sintetiza los hallazgos de múltiples estudios InSAR, incluyendo un exhaustivo trabajo del Instituto Nacional de Estándares y Tecnología (NIST). Estos informes identifican sistemáticamente puntos críticos de subsidencia y correlacionan la deformación observada con factores geotécnicos y antropogénicos complejos, incluyendo importantes asentamientos inducidos por la construcción. A pesar de esta evidencia científica consistente, especialmente tras el trágico derrumbe de Champlain Towers South en Surfside, Florida, las respuestas políticas han sido en gran medida reactivas. Este artículo revisa estas observaciones de teledetección, examina sus profundas implicaciones para la resiliencia urbana y explora las importantes consecuencias económicas de estos riesgos geotécnicos persistentes, en particular en la valoración inmobiliaria. Integrar los datos de subsidencia obtenidos mediante InSAR en la planificación urbana y los marcos de monitoreo de la salud estructural es beneficioso y crucial para mejorar la seguridad pública y garantizar la sostenibilidad a largo plazo en ciudades costeras vulnerables. Ignorar estas claras advertencias conlleva el riesgo de costos humanos y económicos catastróficos.
