Abstract

The report provides a brief analytical review of the current corporate governance requirements of public enterprises in Bulgaria, introduced by the new Public Enterprises Act. There is a great degree of compliance of the regulatory requirements for good corporate governance in Bulgaria with the standards, included in the OECD Guidelines on Corporate Governance of State-owned Enterprises. The role of public enterprises is outlined -especially in crisis situations such as the pandemic, due to COVID-19. On the basis of a chronological review, it is found that certain approaches to monitoring and controlling the financial position of state-owned enterprises, especially in times of crisis, are unjustifiably ignored. Some problems in the corporate governance of the public enterprises are outlined and guidelines for their overcoming are indicated.
