Conceptual Framework of the Regulation of the Higher Education by the State and the Public: Basic Approaches

Abstract

The scientific and theoretical issues of state and public management are considered in the article. The basic conceptual approaches to the state and public administration, such as: a concept of adaptive management, the idea of "social state", a concept of social partnership. It is grounded their application to higher education management.
