Contributions To The Development Of Intelligent Transport Systems As An Integrated Part Of The Economic System

Abstract

In the preamble of the paper, we tried to define the notions of risk, vulnerability, crisis and emergency situation and to find similarities and differences between them. The core of this research is constituted by a systemic approach to emergency situations in Romania. In this sense, we can speak of the existence of a National Emergency Situation Management System, which we can state has the following characteristics: 1) it is an open system, due to the fact that it has connections (inputs/outputs) with other systems and with its environment; 2) it is a dynamic system because it evolves in time, modifying its state, structure and/or behavior as a consequence of internal or external causes; 3) it is a complex system – understanding this in view of its dimensions, the number of connections between the elements, the presence of the human element; 4) it is a self-adjustable system because it has the ability to react to the action of internal and external factors and to keep control over different periods of time. The problematic of emergency situations must be viewed in an integrated manner. In order to function efficiently, the National Emergency Situation Management System must be interconnected with other similar systems at the European level, in this sense progress having already been achieved, by signing on May 11th, 2006 the Understanding Agreement between INHGA (National Institute of Hydrology and Water Management, Bucharest) and DG JRC (General Directorate, Common Development Center, Brussels), which presupposes the receipt of prior warnings with respect to possible major floods.
