The issues of regional economy technologisation

Abstract

As the national economy demonstrates low rates of economic growth, Russia increasingly needs new economic stimuli. High differentiation of territories in socioeconomic development evidences that regional economies can be significantly more dynamic than the national one, i.e. successful technologisation of individual regions is possible. The paper aims to study the potential for technologisation of Rostov oblast’s economy compared to other regions of the Russian Federation. Methodologically the paper is based on the concepts of technological waves, technologisation and modernisation models considered at civilizational and institutional levels, as well as problem-oriented and project-institutional approaches. The methods of the research are statistical and graphic-analytical. The paper substantiates the importance of technological policy in the development of regional economies, identifies trends in technologisation and modernisation of economy, reveals and elaborates on the trend of advanced development of R&D sector compared to other types of economic activities. Having examined inter-regional differences in the level of economy technologisation and conditions of technology commercialisation, the authors prove that there is competition between regions in the science and innovation sphere. The analysed indicators of economic development, production and innovative potential suggest that Rostov oblast can be referred to a type of supporting industrial region of Southern Russia. The paper validates the necessity to develop a strategy for innovative development of regions and implement a special technological policy within the frames of the regional industrial policy. The paper findings can be considered while correcting regional strategies of socioeconomic development in subjects of the Russian Federation.
