On the strategy of modernization and development of Russian economy in a global depression

Abstract

In the article the author reveals the essence of the proposed program of measures for the accelerated development of the Russian economy. The key idea of forming a strategy of accelerated development lies in the timely establishment of the basic industries of the new technological way and the speedy withdrawal of the Russian economy on the associated new long wave of growth. This requires concentration of resources in the development of its constituent promising industrial-technological complex, which requires the dedicated work of the national financial and investment system, including the mechanisms of money-and-credit, fiscal and monetary policy. They should focus on becoming the nucleus of a new technological way and achieve synergy of clusters of its component industries.
