Abstract

The substance and function of an intellectual capital in social reproduction are considered in the paper. Intellectual capital is treated in unity with its properties — as an element of public (national) wealth, production factor capable of reproducing extensively, provided dynamic regulation by the government is secured. Resources to generate an intellectual capital at all levels of management and administration are substantiated.
