In the conditions of world economic crisis closed innovations are replaced by opened, assuming use of external technologies through merges and acquisitions process (M&A). The basic tendencies of integration process in Sverdlovsk region as well as the prospects of business-system integration in the sector of small and average business were considered. Basing on the analysis of statistical data for 2006-2008 the industries forming "windows of opportunities" for enterprises of Sverdlovsk region were defined. The necessity of integration of small and average industrial enterprises in perspective industries in order to maintain long-term development in the conditions of an unstable environment was shown.
