Abstract

In the article the historiographic (the analysis of state politics evolution) and the social sides of the state reforms in area of aboriginal small peoples of the North traditional facilities are considered. The peculiarities of the state attitude to ethnic northern communities and their traditional facilities at various historical stages of development of Russia are noted. The part of informal rules in preservation of a traditional way of life of these peoples is shown.
