Recommendations according to the personnel of institutions of local government

Abstract

Clause is devoted to an estimation of the personnel of institutions of local government. By the author it is noted, that the effective estimation of the personnel plays a huge role in management of it, being a basis of set of procedures: employment, internal movings, dismissals, transfer to structure of a reserve on promotion, improvement of professional skill, the control of the personnel, perfection of the organization of administrative work, methods of work, improvements of structure of the device. Thus the author suggests a substantiation of rational number of workers to carry out in structural divisions of institutions of local government on the basis of gathering, studying, the analysis and an estimation of the objective information on following parameters: labour input of performed work within month, year; complexity of performed work and a degree of its conformity of qualification of the worker.
