The evolutionary approach to formation of the program of development of new oil-and-gas region

Abstract

Specificity of the program approach to development of resources of hydrocarbonic raw material is reflected in the article. It is shown, that change of properties and conditions of functioning of objects of program management demands external managing influences that causes evolution of tools of state regulation. Program regulation of process of development of new oil-and-gas region as a whole should reflect dynamics of change of the basic characteristics oil-and-gas extraction, and also features of development and functioning of oil-and-gas sector in process of working off of stocks.
