La singulière politique commerciale du président Trump

Abstract

Les singularités de la nouvelle politique commerciale américaine sont dues essentiellement au caractère inhabituel de ses justifications, à l'aspect déconcertant de sa mise en œuvre et à l'audace assez utopique qui consiste à vouloir atteindre plusieurs objectifs internes et externes avec des hausses de droits de douane comme seul instrument. Après avoir spécifié la nature de ces singularités, nous montrons comment l'administration Trump compte utiliser les hausses des tarifs douaniers comme instrument unique de sa politique économique pour atteindre plusieurs objectifs internes. Dans le domaine des échanges commerciaux internationaux, la nouvelle politique commerciale américaine a deux incidences principales. L'une se traduit par la poursuite de la guerre commerciale États-Unis–Chine qui a débuté lors du premier mandat du président Trump, qui s'est intensifiée au début de son second mandat et dont il est actuellement difficile de prévoir l'issue. L'autre consiste en une réorientation des exportations de certains partenaires commerciaux des États-Unis provoquée par la hausse importante des tarifs douaniers américains.
