Le commerce de l'Allemagne avec les États-Unis, Trump et l'accord commercial préliminaire USA - UE

Abstract

L'article propose un tour d'horizon du commerce entre les États-Unis et l'Allemagne, qui bénéficie d'un excédent des transactions courantes atteignant 6 % de son PIB en 2024. Ce solde positif recouvre aussi bien les marchandises que les services. Du point de vue du président Trump, le déficit commercial des États-Unis justifie alors des mesures drastiques à caractère protectionniste, qui s'étendent à l'ensemble de l'Union européenne. À elle seule l'Allemagne représente régulièrement plus de la moitié du déficit américain vis-à-vis de l'Europe. Elle est donc la plus touchée par les mesures américaines de rééquilibrage. Bien que leurs conséquences économiques soient plus modestes qu'on pouvait le craindre, elle reste la principale bénéficiaire de la déclaration d'intention signée à l'été 2025, qui limite la hausse des droits de douanes américains. Les principales conséquences du document appartiennent cependant au domaine des relations internationales : il met à mal la souveraineté de l'Union européenne. Code JEL : F14, 052, F53.
