Les dysfonctionnements des grands projets d’infrastructure en Europe : quelles explications ?

Abstract

En Europe, comme dans les autres régions développées du monde, les grands projets d’infrastructure (de transport, d’énergie, de culture, etc.) font souvent l’objet de débats en raison de dysfonctionnements graves : non-respect des délais, des coûts, voire des spécifications inscrites dans le cahier des charges. Comment expliquer cette pathologie des mégaprojets ? Est-elle propre à certains pays ou s’agit-il d’un problème très général de théorie des organisations ? D’un problème de politique ou de gouvernance publique ? La complexité de la gouvernance européenne porte-t-elle une part de responsabilité ?
