Emploi public et chômage

Les politiques budgétaires traditionnelles ne semblent pas être en mesure de stabiliser l’emploi à un niveau élevé parce que leur impact sur la croissance qui constitue leur objectif prioritaire est assez incertain et que les retombées de cet impact sur l’emploi ne sont pas assurées. Du fait de l’insuffisante efficacité de ces actions indirectes sur l’emploi, on peut être amené à envisager des interventions directes utilisant comme instruments les variations de l’emploi et des traitements publics. De telles interventions peuvent être de nature pro-cyclique ou contra-cyclique selon l’importance que l’on attribue à l’effet d’éviction de l’emploi privé par l’emploi public. Par contre, dans des situations de chômage de masse, comme celles existant dans certains pays de la zone euro, elles devraient plutôt s’inspirer des programmes d’emplois publics anciens ou contemporains mis en œuvre dans des pays qui ont été confrontés à de telles situations.
