Abstract

Au moment de son élection comme président de la Commission européenne, Jean-Claude Juncker a pris l’engagement, devant le Parlement européen, d’impulser un plan en faveur de l’investissement dans l’Union européenne (UE). Le 26 novembre 2014, la Commission a ainsi présenté un projet dans lequel elle pose un triple diagnostic : en 2013 il manquait deux points de PIB d’investissement dans l’UE, soit environ 300 milliards d’euros, par rapport à la moyenne de long terme ; les marges de manœuvre budgétaires sont trop limitées pour envisager de substituer massivement de l’investissement public à l’investissement privé ; ce déficit d’investissement ne résulte pas d’un manque de liquidités mais d’une prise de risque insuffisante des investisseurs.
