Abstract

Le débat actuel autour de la politique économique de l'Union européenne se focalise sur l'ampleur d'un budget communautaire capable d'assurer à la fois les fonctions de redistribution et de stabilisation économique conjoncturelle. Pourquoi ne pas envisager de dissocier ces deux fonctions puisque la première est politiquement peu réaliste, car elle heurte les souverainetés nationales, tandis que la seconde permettrait de tenir compte du caractère différencié des conjonctures économiques des pays de la zone ?
