Abstract

L’influence européenne sur les conclusions du G20 semble avoir été exercée essentiellement par le couple franco-allemand. Elle s’est traduite par une opposition à un véritable plan de relance mondial et à un renforcement des plans de relance nationaux déjà décidés. L’Union européenne a pris ainsi le contre pied des propositions des pays anglo-saxons. D’autre part, elle a incité le G20 à privilégier la réforme du système financier international, ce qui s’est traduit par des recommandations visant à lutter contre le secret bancaire et à règlementer les produits et les institutions financières. Le caractère général et non contraignant de ces recommandations a favorisé l’adhésion des Etats-Unis aux principes de cette réforme.
