Abstract

Après des mois d'hésitation et de discussion dans le cadre de l'UEMOA et de la CEDEAO, quatre pays africains ont osé affronter leurs principaux donateurs en quittant le terrain de l'hypocrisie et de la bonne conscience qui caractérisent l'aide publique au développement pour ces derniers et la dépendance voire la soumission pour les récipiendaires.
