Les marchés des changes, marchés d’actifs financiers et politique monétaire dans l’UEM

Abstract

Dans ce chapitre, on examinera la politique de change et l’intégration des prix des actifs financiers dans la stratégie monétaire de la BCE. La première section sera consacrée à l’étude de la politique de change de la zone euro en présentant les aspects institutionnels et l’évolution récente du taux de change euro/dollar et en examinant le rôle de la BCE dans la mise en œuvre de la politique de l’euro fort. Dans la deuxième section, on spécifiera d’abord le rôle des indicateurs de taux d’intérêt pour la BCE ainsi que l’importance de sa communication vis-à-vis des marchés financiers. Puis, à la lumière du débat récent sur le rôle des prix des actifs dans la stratégie de la politique monétaire, on examinera la position de la BCE et sa conduite de politique monétaire en temps normal ainsi qu’en cas de formation et de dégonflement de bulles spéculatives majeures.
