Public revenue and spending in developing countries: Venezuela a study case

Abstract

El propósito de este artículo es examinar el modelo de crecimiento del gasto público en el país, principalmente durante el período 1950-1980. Durante este período los gastos crecieron significativamente; las etapas de ascenso de la economía venezolana han estado ligadas a las grandes inversiones realizadas por el gobierno. La importancia relativa del gasto público es considerable y ha demostrado una tendencia que puede catalogarse, en forma general, de ascendente. Desde 1950 hasta 1958, el gasto público fue, en promedio, el 18,8% del producto territorial bruto, aumentando a 23,0% entre 1959 y 1963. Después de este último año, la relación gasto público a PTB declinó (20,4% como peso promedio) hasta el año 1973. Pero en 1974 se produjo un enorme incremento en comparación a los años anteriores, alcanzando esta relación el 35,6%. Ello se debió principalmente al incremento en los precios del petróleo en el mercado internacional.
