Abstract

No sólo entre los problemas que han dificultado a la planificación pueden destacarse aquellos dimanantes de razones de carácter político, administrativo e institucional. También, sus propósitos se han visto enrevesados ante las desavenencias que han podido animarse ante los efectos de criterios metodológicos insuficientes tanto en la aproximación a la realidad en la cual se advierten las divergencias entre necesidades y capacidades, como para racionalizar las acciones por cuyas respuestas podrían viabilizarse objetivos de efectivo alcance económico y social. En este sentido, esta segunda parte pretende explicar las disquisiciones a partir de las cuáles se hace posible argumentar ciertas imprecisiones de naturaleza conceptual y hasta de orden instrumental que caracterizaron el momento de elaboración de este Segundo Plan de Desarrollo Científico y Tecnológico y que por tanto, han primado a lo largo del período para el cual el mismo fue formulado. Así, puede inferirse el sesgo tergiversante de una planificación que lejos de consolidarse como un proceso continuo y sistemático de análisis y discusión, se ha visto minimizada en términos de sus logros y significados.
