Abstract

Kajian ini cuba menilai sama ada peningkatan insiden kemiskinan adalah berpunca daripada kemerosotan jumlah kutipan zakat atau masalah dalam agihan bantuan zakat yang tidak cukup untuk memenuhi keperluan sebenar asnaf fakir miskin. Secara spesifik, objektif kajian ialah untuk mengukur peruntukan zakat yang mencukupi bagi memenuhi keperluan sebenar asnaf fakir miskin. Kajian ini menganggar populasi asnaf fakir miskin dengan mengaplikasikan teori warm glow menggunakan data primer. Maklumat ini kemudian digunakan untuk menganggar kutipan zakat oleh pusat zakat dan penerimaan bantuan zakat oleh asnaf menggunakan data sekunder. Dapatan kajian menunjukkan peningkatan jumlah fakir miskin bukan disebabkan oleh kemerosotan jumlah kutipan zakat. Ia disebabkan oleh jumlah zakat diterima fakir miskin tidak mencukupi untuk memenuhi keperluan asas atau had kifayah mereka. Ini menyebabkan jumlah fakir miskin kekal sepanjang tahun walaupun bantuan zakat telah diberikan. Kajian ini mencadangkan agar pusat zakat mempertimbangkan jumlah pemberian zakat sewajarnya berpandukan kepada keperluan sebenar atau had kifayah sebenar asnaf fakir miskin..
