Priorities of local budget revenues increase under the conditions of decentralization

Abstract

The article reveals the content of decentralization processes as a necessary prerequisite for the increase of budgets revenues of territorial communities and strengthening the fiscal self-sufficiency of local entities. The dynamics of the provision of official transfers to local budgets and their share in the structure of revenues of local budgets has been analyzed, which made it possible to conclude that the regional budgets and budgets of the territorial communities of the base level depend on the centralized funds of the state. Based on the dynamics of local budgets’ nominal revenues and revenues in comparative prices of 2007 (including transfers), it was established that there is no real increase in revenues to the budgets of territorial communities altogether.
