Raw specialization of the agrarian field of Ukraine: institutional grounds and sectoral peculiarities

Abstract

The article analyses the trends of intensification of raw specialization of the agrarian field of Ukraine in relation to decrease of the share of export of agricultural products in the total volume of agrarian export and an extension of area of energy crops. It has been determined that the share of food commodities and food raw materials within total Ukrainian exports considerably grew in 2016 if compared to 2010. It has been proven that an institutional basis for a slowdown in the process of raw specialization of agrarian field is an improving performance of the institutes of agricultural counselling and implementation of public-private partnership agreements. It is suggested to establish public-private partnerships to activate agrarian business activities in the area of risk farming, since the high costly characteristics of agricultural production in this area requires collateral state warranties when investing in capital-intensive projects of modernization and rehabilitation of intrafarm hydraulic works networks.
