Abstract

The research focuses on the issue of the socio-economic responsibility of the state in Ukraine. The aim of the paper is to ground the author’s conception of the teleportation of the government’s socio-economic responsibility in Ukraine which presents the scientific novelty of the research. The task is the analysis of the phenomenon of the teleportation of the socio-economic responsibility of the state in Ukraine as a systematic process. The result is the identification of the socio-economic essence of this process, the disclosure of the content and the peculiarities of its manifestation in Ukraine: causes, forms, subjects, segments, mechanism of implementation, and effects. They constitute the elements of the scientific novelty of the study. The scale of teleportation of the socio-economic responsibility of the Ukrainian authorities for the misuse of the IMF loans, the plundering of the state budget and the national wealth of Ukraine resulted in a series of destructive developments in the country: intensification of the national socio-economic, ecological, criminal, and life insecurity. The worst thing is that at present the teleportation of the preceding government's responsibility has caused the deaths of our compatriots and the current threats to human life in Ukraine in connection with the war. As the economic scale of teleportation responsibility is disproportionate to the average income of the average Ukrainian, it has become an obstacle to maintain decent living standards in Ukraine and has caused the socioeconomic decline. This situation is not compatible with the main socio-economic function of the government, i.e. to be a guarantor of the social and economic security for its people. Till the debt of the socio-economic responsibility before the people by the preceding government is not compensated by the present government, the social orientation of the Ukrainian economy will remain a myth. The main reason for growing problem of the socioeconomic responsibility of government in Ukraine is its institutional misregulation. Therefore the cornerstone of building a socially oriented economy for Ukraine is ensuring the institutional socio-economic responsibility of the government. Further scientific interest and practical value are the issues of balanced distribution and disposal of the inherited load, as well as the differentiated use of world experience tools in building a socio-economically responsible state depending on the situation in Ukraine.
