Abstract
In the article the level of coverage of the nature protection expenditures (capital investment in environmental protection and current ecological expenses) of the state and territorial formations by the incomings of eco-resource payments (ecological taxes and fee for special use of natural resources) is defined that allowed revealing the reserves of considerable increase in the amounts of financing the projects for environmental improvement and rational use of natural resources at the expense of state and municipal field. Based on the analysis of changes in the structure of capital investments in environmental protection, it is determined that in 2013 if compared to 2997 the share of these investments, financed at the expense of state and local budgets as well as personal finances of enterprises and institutions, has decreased, and a part of other sources investments has increased. The main trends of financing capital investments in environmental protection at the expense of local natural guard funds and personal finances of enterprises and institutions are analysed that allowed to determine the absence of increase in the actual amount of nature protection investments and close dependence of its amounts on the total macro-economic stability of the country. The basic priorities of institutionalisation of modern form and sources of providing nature protection projects that foresee expanding the possibilities as regards conclusion of public-private partnership agreements, acceleration of implementation of the nature protection Directives of the European Union, activation of intergovernmental cooperation within the framework of international nature protection conventions are grounded.
