Institutional preconditions of rent water use under conditions of natural resources management decentralization

Abstract

The necessity to improve institutional preconditions of rent water using under conditions of natural resources management decentralization is substantiated. The peculiar features of rent use under modern conditions and institutional preconditions of ponds rent. The advantages for subnational entities resulting from public-private partnership agreements' execution by way of rent as to utilization of water and hydroeconomic facilities are revealed. The factors of exogenous environment of concessional agreements' signing that are characterised by potential riskogenics due to immaturity of institutional environment of concessional activity are identified.
