Land Relations Management in Ukraine: Mechanisms and Development Trends

Abstract

It is systematized and improved the theoretical and methodological principles of public relations management as to using, and protection of lands and developing on this basis the innovative model of the mechanisms of development of land relations in Ukraine in the context of sustainable development. It is identified the essential features and concepts of land administration and land use administration as the economic function of land ownership - the important component of the cost-effective and environmentally oriented land use development. It is investigated the theoretical and methodological bases of a market oriented mechanism of land relations. It is established that the benchmark for determining the directions of development of land relations should be the results of SWOT-analysis of environmental, economic and social aspects of land use, and the recommendations of international organizations and norms of international environmental agreements ratified by Ukraine. It is offered that in order to modernize land administration systems it is necessary to develop institutional framework regulating land use in Ukraine according to the environmentally sustainable spatial socio-economic development. It is developed the innovative conceptual model of market oriented mechanisms of the land relations development in the modern economic conditions in Ukraine on the basis of system analysis and conceptualization of mechanisms, instruments of administration of natural resource and nature use under the provisions of the concept of sustainable development, which is to determine the administrative and legal, organizational, financial and economic, and socio- psychological mechanisms with a fixed set of methods and tools to improve the environmental, economic and social impact in all areas of public relations concerning land. The practical value is developing scientific approaches to justification the state and regional policies for sustainable land use and environmental protection, administration of state authorities in the process of formation and implementation of environmental, land, forest policies at national and regional levels, in developing strategies of economic and social development of the territory and regions of Ukraine, improvement General Planning Scheme territory of Ukraine, schemes and projects of planning regions of Ukraine etc.
