Prevention Risks And Threats To The Social Security In Ukrainian Health Care System

Abstract

The experience of developed countries shows that social stability of society is ensured on the basis of the principle of social security for the citizens to the state social security. The relevance of the study of the prevention risks and threats to the social health care of Ukraine confirms the fact that the shadow payments patients make up 44% of total expenditure on health care. Citizens of Ukraine spend 2-3 times more money to buy drugs than in the EU. They finance 99% of the total cost of medicines. Financing primary health care for decades to 3.5 times less than the requirement (9.8% if necessary 35% from the total expenditure on health).Quarter of patients do not use medical care because of financial issues. Quarter of deaths is preventable; two-thirds deaths of working age males can be prevented with proper medical care. A scientific study of social security in the health sector in Ukraine which was carried out is not enough. The article is based on a systematic analysis and investigates prevention risks and threats to the social health care of Ukraine and opens the main elements of its structure. Threats are detected as factors that prevent the realization of social security challenges, by economic and social risks for citizens and society as a whole. The availability and providing quality health care in urban and rural areas were analyzed. The basic directions of social security in the health sector and government measures to prevent and neutralize threats in this area were developed.
