In article on the basis of long-term statistical data the condition of the organization of human resource management in manufacturing industry is analyzed and estimated; it is paid a particular attention to change of structure of shots on branches, their movement and fluidity; the reasons of irrational use of shots are established; it is proved expediency of improvement of operating system of payment and work incentives; creations of service of management by human resources with its instruction new function and powers.
