Analisis ketergantungan fiskal daerah dan pertumbuhan ekonomi di Jawa Tengah

Abstract

Purpose – This research aims to analyze regional fiscal dependence with regional transfers on regional economic growth in districts/cities in Central Java.Methods – This research uses a panel data method shown from 35 districts/cities in Central Java from 2017 - 2022. The variables used in this research are economic growth, degree of fiscal decentralization, regional dependency ratio, human development index, unemployment, and poverty.Findings – The results of this study conclude that the degree of fiscal decentralization and regional financial dependency ratios positively affect economic growth. Meanwhile, the human development index has no effect on economic growth, open unemployment has a negative effect on economic growth, and poverty has no effect on economic growth.Implication – The implication of this research is that an increase in regional fiscal independence or the degree of fiscal decentralization is needed to increase regional economic growth. The allocation of funds distributed by the central government to the regions can contribute to increasing regional government expenditure.Originality – This research contributes to the economic analysis of public policy using empirical data and quantitative methods. AbstrakTujuan – Penelitian ini bertujuan untuk menganalisis ketergantungan fiskal daerah dengan adanya transfer daerah terhadap pertumbuhan ekonomi regional pada kabupaten/kota di Jawa Tengah.Metode – Penelitian ini menggunakan metode data panel yang ditunjukkan dari 35 kabupaten/kota di Jawa Tengah pada periode 2017 – 2022. Variabel yang digunakan pada penelitian ini adalah pertumbuhan ekonomi, derajat desentralisasi fiskal, rasio ketergantungan daerah, indeks pembangunan manusia, pengangguran, dan kemiskinan.Temuan – Hasil penelitian ini menyimpulkan bahwa derajat desentralisasi fiskal dan rasio ketergantungan keuangan daerah berpengaruh positif terhadap pertumbuhan ekonomi. Sementara itu, indeks pembangunan manusia tidak berpengaruh terhadap pertumbuhan ekonomi, serta pengangguran terbuka berpengaruh negatif terhadap pertumbuhan ekonomi dan kemiskinan tidak berpengaruh terhadap pertumbuhan ekonomi.Implikasi – Implikasi dari penelitian ini adalah diperlukan peningkatan dalam kemandirian fiskal daerah atau derajat desentralisasi fiskal untuk meningkatkan pertumbuhan ekonomi regional dan alokasi dana yang disalurkan pemerintah pusat kepada daerah ternyata mampu berkontribusi pada peningkatan pengeluaran pemerintah daerah.Orisinalitas – Penelitian ini berkontribusi terhadap analisis ekonomi kebijakan publik menggunakan data empiris dan metode kuantitatif
