Una crítica oficial al sistema económico de tipo soviético

Abstract

La República Democrática Alemana (RDA) inició reformas al sistema económico de tipo soviético con la publicación en su diario oficial en julio de 1963 de las "pautas para el nuevo sistema económico". Las causas inmediatas de las reformas fueron una caída en la tasa de crecimiento a comienzos de los años sesenta y la aprobación, por parte de la Unión Soviética, de reformas económicas en países del COMECON. Este asentimiento estaba implícito en las proposiciones de reforma al sistema de incentivos que realizara Liberman en octubre de 1962 en la Unión Soviética. Sin embargo, las causas de fondo que tuvieron las autoridades de la RDA para introducir su proyecto de reforma fueron bosquejados en el primer anexo de las pautas. Este contenía una "crítica oficial al sistema prevaleciente de planificación y administración de la economía".
