La Comisión Económica para América Latina: sus políticas y su influencia

Abstract

En sus casi treinta años de prolífica historia, la Comisión Económica para América Latina (Cepal) ha hecho un apreciable trabajo en muchos campos. Parte de él concierne al problema general de alcanzar la tasa de crecimiento más alta posible para la región como un todo. Otra parte se relaciona con el tema igualmente amplio del desarrollo social. Más aún una proporción elevada de su esfuerzo la dedica a temas más definidos como desarrollo agrícola, desarrollo industrial, problemas del transporte, técnicas de planificación, proposiciones específicas de política comercial, etc. En el trabajo presente se describe la proposición de la Comisión sobre sustitución de importaciones, y se hace un análisis crítico de aquélla. A mi juicio, esta proposición es la piedra angular del modelo de desarrollo adoptado por la CEPAL durante la mayor parte de los dos decenios iniciales de su existencia, a la que se puede atribuir una cuota grande de su influencia en las políticas de la región.
