Subsidios y regulación estatal en el SINAP

Abstract

En la discusión de los problemas del sector vivienda, existe cierto consenso en que no es posible disminuir el déficit habitacional significativamente sin un sistema de subsidios. En el Sistema Nacional de Ahorro y Préstamo, dichas transferencias eran consecuencia de la rigidez del mecanismo de reajustabilidad más que de objetivos explícitos de políticas públicas. ara corregir tal distorsión, se hace necesario definir alternativas de intervención estatal acordes con la estabilidad financiera y equidad redistributiva del sistema.
