Hacia un nuevo sistema monetario internacional

Abstract

Dos son los problemas básicos por resolver en un sistema monetario internacional: el ajuste de las balanzas de pago y la creación de liquidez internacional. Según funcionen las economías en sus relaciones con el exterior, habrá saldos positivos o negativos de sus balanzas de pagos. Ningún país puede soportar indefinidamente saldos negativos, porque llegará un momento en que no tendrá como cubrirlos. Tampoco puede tener sostenidamente saldos positivos, porque también se le crearán problemas, entre otros, de tipo monetario; un superávit de balanza de pagos significa generar circulante y esta generación ha de tener un límite. Aunque la acumulación del superávit tiene un costo alternativo, relacionado con las importaciones que se dejan de hacer para acumular reservas, este costo no siempre puede superar la tendencia natural a considerar "bueno" un superávit y, "malo", un déficit.
