Acerca de la liberalización de la cuenta de capitales

Abstract

Existe un acuerdo generalizado de que los beneficios de la integración en la economía mundial se acumulan sólo después de la apertura de la cuenta de capitales. Sin embargo, muchos países son reticentes a liberalizar, y la literatura sobre la secuencia de una reforma económica –la cual recomienda que la cuenta de capitales debería ser la última en liberalizarse en un programa de reforma- puede proporcionar una razón para esta reticencia. Ocurre que todos los requisitos para la liberalización, desarrollados en la literatura sobre secuencias, proporcionan razones para demorar la liberalización de entradas de capital en vez de todos los movimientos de capital. Este artículo se refiere al problema complementario de las precondiciones para la liberalización de las salidas de capital, una medida, que por razones analizadas en este documento, normalmente serán introducidas solamente una vez que las entradas han sido liberadas.
