El enfoque fiscal de la balanza de pagos. Un test econométrico de Uruguay

Abstract

El primer objetivo de este trabajo es proporcionar una elaboración sistemática del análisis de tres sectores y testear la visión convencional de que un aumento exógeno en el déficit fiscal podría dar como respuesta un menor aumento en el déficit comercial. Usando datos de Uruguay, encontramos que, en dos de los sectores, el privado y gubernamental: el gubernamental fue el principal determinante de la balanza comercial. Los resultados indicaron que el déficit fiscal en el año precio, fue un determinante poderoso del déficit comercial en el año actual. Encontramos, además que la magnitud del impacto no era significativamente diferente de 1, indicando que a través del período de análisis el gobierno apenas pudo aumentar el gasto fiscal para mejorar la actividad económica y de empleo sin empeorar la balanza comercial.
