Ajuste estructural y mercado de trabajo. Una explicación de la persistencia del desempleo en Chile: 1975-1980

Abstract

El desempleo en Chile ha sido un tema de constante investigación en los últimos diez años. En este trabajo se propone explicar la persistencia de una alta tasa de desempleo entre 1975 y 1980, a pesar de que había un fuerte crecimiento del producto. El trabajo hace una comparación entre la visión llamada “tradicional” del mercado de trabajo y una visión llamada “moderna” y las implicancias que éstas tienen sobre los cambios en la tasa de desempleo. Se discute la dificultad de distinguir las predicciones de ambas teorías ante shocks agregados versus shocks sectoriales. Se presente evidencia de que durante la segunda mitad de los años setenta, estábamos frente a shocks sectoriales y que, durante la década de los años ochenta, éstos eran shocks externos (agregados), lo anterior explicaría la rapidez del ajuste durante los ochenta versus la persistencia del desempleo durante la segunda mitad de la década anterior.
