Los perjuicios de fijar precios via promedios móviles

Abstract

La tentación de la burocracia por fijar precios de acuerdo a los costos marginales de largo plazo, a pesar de las implicancias de la teoría de la economía de bienestar de usar los costos marginales de corto plazo, nace aparentemente por tratar de evitar las oscilaciones de los precios en el corto plazo. Es difícil medir los costos marginales de corto plazo y en la mayor parte de las industrias ellos tienden a moverse en mayor amplitud que los costos medios. Fijar precios de acuerdo a este concepto es teóricamente absurdo y en la práctica ha llevado a grandes desperdicios. Existe un considerable número de estructuras que permitirían a las firmas comprar grados de estabilidad en los precios de sus productos e insumos. Esto puede lograrse vía la eliminación de restricciones sobre los mercados forward y de opciones por parte del gobierno o quizás vía la promoción deliberada de tales arreglos contractuales por la autoridad.
