Abstract

Durante el pasado medio siglo tanto las políticas como el análisis teórico se han concentrado fuertemente en el impacto del comercio exterior en el contexto de esfuerzos individuales de desarrollo de los PED. Con la mayor parte de los PED, enfatizando el cambio desde un enclave de materias primas a un enclave industrial, el enfoque de la teoría y política económica recayó en las relaciones entre el sector industrial sustituidor de importaciones y el resto del mundo. Inevitablemente la discusión se concentró en la promoción de ese enclave interactuando con el resto del mundo mientras se descuidaba la agricultura los servicios e industrias dispersas. En años más recientes, es justo reconocer que los analistas y los elaboradores de política progresivamente han ido tomando conciencia de la necesidad de prestar mayor atención al sector agrícola.
