La importancia de la política económica para el desarrollo: el contraste entre Corea y Turquía

Abstract

Durante los primeros años del pensamiento sobre el desarrollo existía bastante escepticismo sobre la importancia que podía tener el análisis tradicional “neoclásico” y sus implicancias de política. En ningún campo era esto más cierto que en el comercio internacional, donde las dudas se referían a la tasa a la cual los países en desarrollo podían expandir sus exportaciones (pesimismo respecto de la elasticidad), al futuro de los términos de intercambio de los productos primarios y a la habilidad de los países en desarrollo de experimentar un crecimiento industrial satisfactorio en ausencia de alta protección a su industria naciente. Tres fenómenos han demostrado que este escepticismo no tenía fundamentos: la evidencia empírica no ha apoyado el pesimismo de la elasticidad de las exportaciones respecto a los términos de intercambio, desarrollos analíticos han revelado dificultades no previstas anteriormente por los defensores del libre comercio y finalmente, las experiencias de los países que han adopt
