Impacto de las políticas previsionales y del trabajo en el presupuesto público: 1979-1983

Abstract

Durante el año 1980 se adoptaron una serie de medidas de política en materia de seguridad social y del trabajo que han afectado notablemente el presupuesto fiscal y del sector público. La política más importante fue la reforma del sistema de seguridad social, pasando de un sistema estatal de reparto a uno de capitalización privada. El objetivo principal de este documento es mostrar, en términos cuantitativos, el impacto de estas reformas sobre el presupuesto del sector fiscal y del sector público y de algunas de las consecuencias económicas que se han generado. El resultado más importante ha sido un aumento del gasto fiscal, una reducción de los ingresos provisionales y un incremento del déficit.
