Funding Homeland Security and Hurricane Preparedness: Florida’s Local Governments Face Formidable Fiscal Pressures

Abstract

Florida’s local governments are increasingly facing dual disaster preparedness, response, and recovery demands. A fall 2005 survey of Florida city and county finance officers measures the relative impact of homeland security and natural disaster needs on local operating and capital budgets, identifies the underfunded elements, gauges the adequacy of federal and state grant programs, and highlights officials’ emergency management organizational preferences. The results show that local-level funding for each type of disaster is “inadequate,” with homeland security judged to be the most underfunded, and that local finance officers prefer the separation of federal homeland security and natural disaster oversight and funding over an “all hazards” approach.
